Net cannot verify the validity of the statements made on this site. I got the problem solved at step 3 of AdwCleaner. This is most likely caused by a faulty registration. They suggested I download 2 programs, AdwCleaner and Junkware removal tool. Such opinions may not be accurate and they are to be used at your own risk.
Those are both made by Malwarebytes so they come from a reputable company and both programs found and removed infections on my computer. That got a lot of the junk off my computer. I did, however, notice that it was happening 20 minutes after every hour. You will need to download the tool s to the default folder, usually Downloads, then copy them to the desktop. I will post again when I finally figure this out so if someone else has this problem they will know what to do. Please copy and paste the contents of that file here.

I had not done anything yet. On the second page of that thread they suggest clicking start - typing powershell - right clicking it - running it as administrator. No Proxy Server is set. You might be able to disable the popup in Task Manager Ctrl-Alt-Del Start-up tab, but it shouldn't be there unless put there by yourself or something unknown. It occurs while any audio is playing.
