Those thread into that bracket and if left un adjusted it will have an air gap in return you will loose pressure on front cover resulting in an oil leak. The head gasket is exposed to high pressure and heat for extremely long periods of time. He said he ordered it, but after he installed it he said it still needs work, now like always you cant get a hold of him, so im sure that was not the problem. It is probably made from Buna-N which is oil resistant and has a temperature range of -40 to 250 F.
